This is the most complete and accurate account of what lead to the death of a young foster child in Maine back in January of 2001 at the hands of a DHS worker named Sally Anne Schofield. What is interesting about this case is that 10 years later, Maine's Child Protective Industry was celebrating how this little girl's death would lead to reforms to Maine's Child Welfare System that would make the state a National Model, according to the Annie E. Casey foundation. |
In January and February of 2011, several articles were published to the newspapers throughout Maine outlining the reforms that came in light of Logan's death.

A third installment was published later in the month, which was a letter from Maine's Children's Ombudsman Dean Crocker.
What I like about those particular articles is that they point out how a change in leadership was needed in order for real reforms to happen. This is a fact that was not mentioned in other articles or reports. They did tell how Maine had managed to cut the number of foster kids in half in the state by providing services that helped the parents learn how to keep the kids safe while in the home. Many of these services, including drug treatment would soon be cut by Governor Lepage under the guise of welfare reform. The state also increased reliance on the use of kinship care where a grand parent or aunt and uncle would take the kids instead of throwing them into stranger care. |
